This posting is for 1 full-time permanent position

As a Payroll Supervisor with Strathcona County, you will be responsible for ensuring the payroll for 2000+ employees is processed accurately and on time.  

Using your strong knowledge of payroll best practices and your experience in both a union and non-union environment, you will lead the team ensuring that appropriate application of relevant federal and provincial legislation, HR policies, guidelines, established precedents, as well as collective agreements and employee handbook provisions are implemented.

  • Supervision of a team of Payroll and Time/Absence Specialists responsible for conducting timely and accurate processing of the bi-weekly and monthly full cycle, in-house payroll for 2000+ employees, using Oracle Cloud
  • Develop, implement, and monitor risk mitigation strategies for the team to ensure accurate and timely processing of employee's pay
  • Ensure that service levels are maintained for processing of all employees pay transactions, time entry, maintenance of employee leave banks, pay adjustments, bank filing, records maintenance, reconciliation of benefits premiums and other pay transactions
  • Provide coaching, mentoring and expert functional knowledge on payroll systems and time/absence processes to the team and other systems stakeholders including Human Resources, Finance, and department staff involved in payroll processing
  • Develop, implement, and evaluate continuous improvement strategies relating to payroll administration
  • Ensure financial policies and procedures are developed, documented, implemented, and communicated to ensure appropriate controls and best practices across the County
  • Provide payroll expertise and input to a variety of human resources operational and planning initiatives and lead the maintenance, development and implementation of process improvements and system changes
  • Develop audit and internal control processes by working with key Financial Services staff to coordinate the preparation of materials for audit purposes and implementation of internal control processes
  • Plan and coordinate monthly, quarterly, and annual deliverables including remittance and reporting activities
  • Prepare year-end payroll working papers for audit, including reconciliations and continuity schedules for payroll liability accounts and reconciling T4's to the general ledger

  • Run year end processes for the roll over of sick, vacation and banked time to ensure deductions and proper tracking of banked time annually

Skills and Abilities

  • Strong leadership skills and proven ability to work collaboratively with staff at all levels in the organization as well as key staff in Human Resources and Finance
  • Continuous improvement skills with the ability to identify and implement system and process improvements
  • Strong attention to detail and ability to trouble shoot and cross checking for errors
  • Demonstrated strong work ethic, ability to work independently in a time sensitive work environment, approach work with a "can do" attitude combined with a demonstrated ability to multi-task and manage conflicting priorities
  • Proficient in creating management reports relating to payroll and related financial information (extensive knowledge of Crystal and/or other reporting software)


  • Post Secondary degree or diploma in a related field combined with a minimum of five years of related experience in a large organization
  • Certified Payroll Manager (CPM) designation with the Canadian Payroll Association is preferred
  • Excellent working knowledge and considerable supervisory experience in the production of accurate and timely payroll in a large organization.
  • Advanced Excel skills
  • Extensive understanding of governing statutes and regulations regarding payroll and benefits obtained from Canada Revenue Agency, Alberta Labour Standards, Human Resources Development Canada, Workers Compensation, Alberta Pension Services, and the Canadian Payroll Association
  • Experience in developing, implementing, and evaluating payroll procedures, processes and policies to ensure consistency with collective agreements, employee handbooks, Human Resources policies, guidelines and established precedents
  • Excellent knowledge of Oracle HCM Payroll or other comprehensive payroll/human resource information data system. Proficient in Microsoft Office software and office business equipment

Equivalencies of education and experience may be considered.
