Conducts and leads investigations of alleged or suspected violations of corporate policies, City Ordinances, State Statutes, and/or criminal law. Identifies, collects, and analyzes data from a variety of sources and, develops analysis documents to display/quantify pertinent fact-based information to support the results of the investigation. When necessary, assists with audits of company operations, business activities, financial systems, and internal controls. Prepares written reports of investigative findings, identifies root causes and risks, makes management recommendations to mitigate risks, and follows up on management action plans. Maintains effective working relationship with JEA Management, HR, and Security, as well as the City of Jacksonville’s Office of Inspector General (OIG), law enforcement and other external agencies as needed. Performs special projects to assist internal customers.

  •  Responds to Ethics Hotline (EHL) allegations and internal/external complaints or inquiries in a timely and effective manner.
  • Performs all phases of an investigation/fraud examination, which may include:
    • Researching pertinent policies, procedures, laws, regulations, and other criteria relevant to the investigation
    • Gathering and preserving evidence in accordance with chain-of-custody best practices
    • Conducting in-depth research and forensic analyses of data (e.g. financial, GPS, contracts, p-cards, etc.)
    • Coordinating investigative efforts with JEA management, HR, Security, Technology, Law Enforcement, the OIG and/or attorneys
    • Conducting interviews with subjects/witnesses
    • Evaluating business processes, controls, and functions to identify root causes and risks
    • Documenting work papers to adequately capture investigation evidence and findings
    • Preparing clear, comprehensive and cohesive investigation reports
    • Making management recommendations and following up on management action plans
    • Testifying in court, at grievance hearings, or as a result of subpoenas, as needed


Education: Bachelor’s degree from an accredited college or university, preferably in Criminology, Finance, Accounting, Public Administration, Business Management, or related discipline.


Experience: A minimum of five (5) years of Internal Audit and/or Investigations work experience, with at least three (3) of those years in an internal audit role. Work experience related to complex investigative matters that are confidential and sensitive in nature is strongly preferred.


A valid driver’s license is required prior to appointment and must be maintained during employment.

CFE, CIA, CISA or CPA certification strongly desired.
